1. Overview of Support Provided
Sansaar Care made two donations to Human Appeal, totalling £16,000, towards building permanent homes for Syrian refugees and internally displaced families.
After many years of conflict, displacement, earthquakes and hunger, many Syrian families are beginning to return home. However, more than 7.4 million people remain displaced and face severe uncertainty, poverty and humanitarian need.
Sansaar Care’s donations support Human Appeal’s long-term housing programme, which builds safe, fully equipped homes for vulnerable families. The project provides more than emergency shelter: it gives families stability, dignity and a secure foundation from which to rebuild their lives.
2. Identified Need and Context
Almost 300,000 refugees and more than 800,000 internally displaced people have returned to their home areas. However, much of Syria’s housing and essential infrastructure has been damaged or destroyed.
Approximately 90% of the population relies on humanitarian assistance. Families continue to face:
- Homelessness and unsafe accommodation
- Poverty, hunger and unemployment
- Limited access to clean water and sanitation
- Damaged healthcare and education facilities
- Exposure to severe winter weather
- Continued displacement and insecurity
- Difficulty rebuilding their homes and livelihoods
Emergency tents, blankets and food provide essential short-term relief, but permanent housing is necessary to help families achieve lasting safety and independence.
3. Beneficiaries and Public Benefit
The primary beneficiaries are vulnerable Syrian refugees and displaced families returning to communities affected by conflict and natural disasters.
Children are among the principal beneficiaries because stable housing provides:
- Protection from cold weather and unsafe conditions
- Reliable access to clean water and sanitation
- Greater safety, privacy and family stability
- Improved access to healthcare and education
- Reduced exposure to exploitation and homelessness
- A more secure environment in which to recover and develop
Providing permanent accommodation delivers significant public benefit by relieving poverty, protecting health and helping displaced families rebuild their lives.
4. Support Delivered
Sansaar Care provided two donations to Human Appeal, totalling £16,000, specifically towards its Syrian housing programme.
Human Appeal’s Homes for the Future project builds long-lasting, fully equipped homes for displaced families. The homes are connected to essential water and sewage infrastructure, providing families with safe and dignified living conditions.
Human Appeal reports that its housing programme has already provided safe, long-term accommodation for approximately 10,000 Syrians from 2,000 families.
Sansaar Care’s contribution supports the continuation of this work. The precise number of homes or families funded by the £16,000 contribution will be confirmed through Human Appeal’s allocation and reporting, but the aim is this will provide 5 family homes.
5. Outcomes and Impact
Unlike temporary emergency assistance, permanent housing provides benefits over many years. A secure home allows families to move beyond immediate survival and begin rebuilding their independence and future.
The project also represents Sadaqah Jariyah because the homes will continue benefiting vulnerable families long after the original donations were made.
6. Risk, Safeguarding and Governance Considerations
Human Appeal is an established international humanitarian charity with a local presence and experience delivering housing, healthcare, food and livelihood projects in Syria.
Relevant controls include:
- Assessing families according to vulnerability and housing need
- Verifying beneficiary eligibility
- Ensuring appropriate ownership or occupancy arrangements
- Monitoring construction quality and expenditure
- Connecting homes to suitable water and sanitation systems
- Applying safeguarding measures for children and vulnerable adults
- Providing reports and evidence of delivery
Sansaar Care’s governance responsibilities include:
- Completing proportionate due diligence on Human Appeal
- Retaining evidence of both donations
- Recording the total contribution of £16,000
- Confirming that funds are restricted to the intended housing project
- Obtaining progress and completion evidence where available
- Monitoring the number of homes and families supported
Working through Human Appeal reduces the operational and safeguarding risks associated with Sansaar Care attempting to deliver construction projects directly in Syria.
7. Learning and Future Application
This case demonstrates the importance of balancing emergency relief with sustainable, long-term support.
Food, healthcare, hygiene supplies and winter assistance protect families from immediate dangers. However, permanent housing provides the stability required to rebuild family life, access education and healthcare, and pursue employment.
